Eh, you could make a similar argument (At the broad, very high level) about , say, autocomplete, password history etc'.If they did have Security people on the team they would not have come up with Recall because it's a hideous security vulnerability. It's an OS level keylogger with basic security every single malware will be able to turn on because that's expected behavior. And the neat trick is your anti-virus can't flag the program if it turns on because it's in the operation system itself.
Recall is above all the most hideously dumb product to come out of Microsoft in a long time.
It's a feature that allows for a lot of very nice automagical helper features for users, especially users who, say, don't know how to search, or what's the difference betrween email, a browser and the internet. Abusers can look at browser history unless you were smart with incognito for example.
That said, it being potentially neat and useful does not contradict it being a potential security clusterfuck. And it lacking an opt-out, or corporation wide "disable" would have been insanity
